A brief description of the Most Popular Topics of this Release are: Ecology, in particular the one that takes care of Wetlands, and also International Conventions, as this Series was released to promote the 12th Meeting of the Conference of the Contracting Parties to the Ramsar Convention on Wetlands (COP12) that was held at the Conrad Resort, in Punta del Este, a city and resort on the Atlantic Coast in the Maldonado Department of southeastern Uruguay, from 1 to 9 June 2015.

Ramsar is the oldest of the modern global intergovernmental environmental agreements. The treaty was negotiated through the 1960s by countries and non-governmental organizationsconcerned about the increasing loss and degradation of wetland habitat for migratory waterbirds. It was adopted in the Iranian city of Ramsar in 1971 and came into force in 1975.

Then, looking at the desing of the Issue, many topics arises, most of them could be put inside the great category of Animals or Fauna, with a slight focus on Birds, as six of the Speciesselected for the Stamps in this Release, are in this particular Family of Animals, however the Spectre inside this family is wide going from two different small Blackbirds as Scarlet-headed Blackbird, Amblyramphus Holosericeusand Saffron-Cowled Blackbird, Xanthopsar Flavus, to bigger birds like: Black Skimmer, Rynchops Niger Intercedens; Chilean Flamingo, Phoenicopterus Chilensis; Snowy Egret, Egretta Thula; and Plumbeous Ibis, Theristicus Caerulescens. Then, Mammals, and in particular Roedentsare represented by the Biggest Roedent of the World, the Capybara, Hydrochoerus Hydrochaeris. Also Crustaceans, in partcular Crabsare present too with the inclusion of Neohelice Crab, Neohelice Granulatus. And finally, Reptilesmades it appeareance through Snakesand ToadsIndividuals, as are the Brazilian Green Racer Snake, Philodryas Aestivus and Montevideo Red-Belly Toad, Melanophryniscus Montevidensis respectively.

All these Animalsare beautifully presented in a typical view of a Wetland, including all it characteristic Flora, like Reeds, Water Lilies, and other Plantsand Treesthat are common in this kind of Geography.

Finally, just a few words regarding the Logotypes that appears in this Release. In all items, the Block, the First Day Cancellation and the Folder, the Logo of the Ramsar Convention in Punta del Este is included, showing in a stylized form: The Sun, The Water, and also a Capybara, a large Birdprobably a Snowy Egret, and Reeds. As Main Topic: I think Geography is the most representative, also History could be, and Centenariestoo.

Then, more in particular it Geography of Uruguay, Cities of Uruguay, and the City of Tranqueras itself, that in the stamp issue day began to be a Centenary City, and of course History of Uruguay too as a concretization of the wider History Topic..

Then, surrounding the main topic, could be found the followings: The Rivera Department, a department of the northern region of Uruguay, that has an area of 9,370 km2 (3,620 sq mi) and a population of 103,493, and whose capital city name is also Rivera, because Tranqueras Cityis located in that department.

Bridges and Rivers, could be another topics for this release, as during the first decades of the 19th century the area was known as Paso de Tranqueras because of the homonymous Bridge over the Tacuarembó Grande river.

Another Topics that emerges from Tranqueras City History are: Trains, Railways, France, and Personalities, because FrenchMarcos Bourrédonated to the state some land for the construction of a Railway Station. The arrival of the Railwaybecame the birth point of a village which grew rapidly with hotels, stores and small industry. The first are Geologyor Earth Science, by showing a Plateauin the background, surely one from the Sierra "Cuchilla Negra", that is nearby the city.

And the second is quite obvious, as the Head of this Animal takes the focus of the stamp, so Faunaor Animals, more precisely Birdsor Flightless Birds, and in particular Greater Rhea or Rhea americana, also named Grey Rhea, Common Rhea, or American rhea, and Ñandúin Guaraní and Emain Portuguese.

One of two species in the Genus Rhea, in the Family Rheidae, the Greater Rhea is endemic to Argentina, Bolivia, Brazil, Paraguay and Uruguay. It inhabits a variety of open areas, such as Grasslands, Savanna or Grassy Wetlands. Weighing 50–55 pounds (23–25 kg), the Greater rhea is the largest bird in South America. In the wild, the Greater Rhea has a life expectancy of 10.5 years, It is also notable for its reproductive habits, and for the fact the that a group has established itself in Germany in recent years.  

The Greater Rheaderives its scientific name from Rhea, a Greek Goddess, and the Latinized form of America. It was originally described by Carolus Linnaeus in his 18th-century work, Systema Naturae under the name Struthio camelus americanus. He identified specimens from Sergipe, and Rio Grande do Norte, Brazil, in 1758. They are from the Family Rheidae, and the Order Struthioniformes, commonly known as Ratites. They are joined in this order by Emus, Ostriches, Cassowaries, and Kiwis, along with the extinct forms Moas, and Elephant birds.

 Rhea, as the Greek Goddess, is the Titaness daughter of the earth goddess Gaia and the sky god Uranus and Sister and Wife to Cronosin Greek mythology. In early traditions, she is known as "the mother of gods" and therefore is strongly associated with Gaia and Cybele, who have similar functions. The classical Greeks saw her as the mother of the Olympian goddesses and gods, but not as an Olympian goddess in her own right. The Romans identified her with Magna Mater (their form of Cybele), and the Goddess Ops.

The design of the stamp, besides other components of a Countryside Landscape, like Woods, Trees, Bushes, and a Farm House, it also add the Flag of the City of Tranqueras, so Flags Topic is included in the release too.

The design of the Flag resembles the first "Tranquera", Farm Gate in english, that gave name to this city, and it was selected, with over 60% of the votes, in August of 2011, as the winner of the design creation of Tranqueras flag. This design is the work of Miriam Darin, a plastic artist from Tranqueras, and it cames the official Flag of Tranqueras since November 30th of 2011 by an act of Law of the Departament Goverment of Rivera.

By the design of this Logotype, it adds to the release the Sun, with it Starsand AstronomyTopics, also introduce Mountainsand not just Plateausas the stamp does, and reinforces the Farm Gates and Trees topics, with the particulary that that for the last one, it is clearly shown one particular type of Tree, that is the Pine-Tree, that are Conifer Trees, in the Genus Pinus, and in the Family Pinaceae, that is the only Genus in the Subfamily Pinoideae.

As Main Topic: The most direct and popular one will be Comics, inside it, one could identify: Argentinean Comics, and of course in particular Mafalda Comic, the comic strip written and drawn by Argentinecartoonist Joaquín Salvador Lavado, better known by his pen name Quino.

Then, going in the opposite direction, to wider Topics, one could identify: Art, Painting, also Literature, Philosophyand of course Humor, even could be spotted Politicsand Human Rights, by the peculiar concerns of the little girl Mafalda, the Main character of this Comic Strip.

Then, surrounding the main topic, could be found the followings:Besides the 50th Anniversary, I think the Personality of the Cartoonist known as Quino, is clearly honoured because of the deep relation that worldwide is done between the Artist Quinoand his Creation Mafalda.

It is a bit difficult to spot the surrounding Topics of this release, as if one dive deep could see path of links in many directions, however, trying to select the most revelant ones, I think Childhood will be included for sure, also Education, Family, Friendship too, and in a deeper way Innocence, in the positive form of it, Observation, Deep Meditation, Questioning of the Status-Quo, and the Fights for Human Rights, Peace, Freedom, Equality, the list could be endless, Life, Love, Care, to summarize one could group all of them in the Desire of building a better World.     

Now, regarding the desing of the stamps: It is a nicely composed Se-Tenant showing a Comic Strip of only two Drawings, in which Quino strongly and precisely shows Mafalda, and also obviously his, worries of the Bad Health in which our World is, and the subsecuent Prideand Joyafter seeing her Earth Globe as an Unique crowd fighting for his Rights.

So the Topics again could be many, that ranges from the most direct as Maps because of the Earth Globe, to more implicit ones as: Ecology, Health, Union, Equality, Fight, and also Emotions, the last one gracefully inferred in Mafaldaby the drawings of Quino.

Anotther Topic that could be spotted by the design is Clothing, and inside them the followings: Children Clothing, Shoes, Dresses, Hair Ribbons.

Finally, in a more symbolic way: The selection of this particular strip of two panels from the vast production of Quino drawings of Mafalda, gives a clear message of what this release want to tell. At least in my opinion, this issue put the focus in the Union of the People of the Earth, in that We consider ourselves simply as Human Beings, that We leave all Frontiersbehinds and Unite in one only Humankind. That is what will change these Ill World that worries Mafaldaat first, in the Healthy one in which is proud then. 


Stamp 1:

The Stamp 1: It is a great stamp to add a bit of Humor, in Collections about Healthor Ecology, and also in more precise ones as Diseasesor Fever, because of how Quinogracefully refers to them with the Handof Mafaldain a Gestureof Measuring Earth Fever, and also by the Thermometerthat is attached with Bandagesto the Earth Globe. That object addition also makes this Stamp and the Release also useful in Measuring Systems Collections. 

Also Medicineand Pharmaceutical Products Topic is included in this Stamp because of the little Flaskwith a White Label having a Black Cross over a Red Circle that although the colours selected are quite weird, it is clear that there is some Medicine in it.

Then, in an EmotionsCollection this stamp in particular could help for Sadness, and Worry.

Finally, the Chairin which Mafalda is sitting, could be useful for a FurnitureCollection.


Stamp 2:

The Stamp 2: is a bit more difficult to interpret than the first one that is pretty clear. I concluded that the Earth Globe now depicts a Crowd of people in a Manifestation, raisng Banners and Signs, and based in that interpretation is that I write this article on this Release. So Manifestations, People Fighting for his Rights, Union, Equality because of the Frontier Fading, could be some of the Topics that raise in particular from this Stamp.    

Then, in an EmotionsCollection this stamp in particular could help for Happiness, Satisfaction and Pride.


Block:

The block: Clearly reinforce the Childhood Topic, as it shows the other Children Characters of the Comic Strip. The friends of Mafalda: Felipe, Manolito, Susanita, Miguelito and Libertad, and his Baby brother Guille.
