A brief description of the Most Popular Topics of this Release are: The Philatelic Exhibitionsin general, and in particular International Philatelic Exhibitions, and more in particular Asian International Stamp Exhibition and Ibero-American Philatelic Exhibitions, as although being the 10th Asian International Stamp Exhibition Taipei '96, the Exhibition that this release is about, it also refers to another International Philatelic Exhibition, the Exposición Iberoamericana de Filatelia Uruguay 1996, or in English, the Ibero-American Philatelic Exhibition Uruguay 1996. Finally, a more comprenhensive Topic is clearly Philatelyitself.

Another Topic of this Release is Semi-Postal Stamps or Charity Stamps, as it Facial Value is UYP 7 + UYP 3, being the first amount valid for postage, and the second goes to give funds to some project, however I do not know which one.

Then, surrounding the International Philatelic Exhibitions mentioned, Taipei City could be a Topic too, that adds Taiwan Country and Republic of China Country Topic also, and even a Taiwan International Philatelic Exhibitions Topic. In the same way Montevideo City, Uruguay Country and Uruguayan International Stamp Exhibitionscould be added as Topics of this Issue too.

Now, looking at the desing of the Issue, many Topics arises, all in a way related with Taipei City and Taiwan Country, clearly Birds, Flowers, and the Chinese Calendarappears, in particular fo this last one, the Year of the Rat, and related with this Zodiac Animal, Roedents, Mammals, and Fauna Topics became included in this Relesase. Also the design includes a Building at the right bottom of the Block, so ArchitectureTopic could be added too. Unfortunately I have not information about the Bird and Flower shown, however it is clear that both were the ones selected for the Taipei 96 Exhibition Logotype, and also I do not know if the Buildingin the Design is a well known building in Taipei, perhaps the one were the Exhibitionwas held.

Besides that, as in many Uruguayan Blocks of that epoch, the Coat of Arms of Uruguay is included too, giving the realease, not only the Coat of ArmsTopic, that also all the Topics that Uruguayan Coat of Arms includes, that are: Lighthouses, Hills, Horses, Cows, Animals, Scales, Weight Measuring Systems, and Measuring Systems.

Subsequently, he was Representative of the Cuban Government in UN headquarters. In the Debate on the Cuban Missile Crisis in October 1962, he described the Soviet missiles as Defensive and the Naval blockade imposed by the Cabinet Kennedy, as an Act of war. From 1963 to 1968 he Headed the Department of International Organizations in the Ministerio del Comercio Exterior (MINCEX), (Cuban Ministry of Foreign Trade)and Represented the Cuban government at numerous International Conferences. From 1969 to 1970 he Represented the Cuban government at the United Nations Office at Geneva.

To end this section, not a fruit of his great work in this case add more Topics to this release, is his tragic death which relate him and this issue with Planesand Transports, and more in particular to Plane Crashes, and Plane Hijacks, as he and his wife Gladys Delgado Ortizwere passengers of the Malaysian Airline System Flight 653 (MH653), that was a Scheduled domestic flightfrom Penangto Kuala Lumpurin Malaysia, operated by Malaysian Airline System (MAS), that on the evening of 4 December 1977, the Boeing 737-200 Aircraftflying the service Crashedat Tanjung Kupang, Johor, Malaysia, while purportedly being diverted by Hijackersto Singapore, being the first fatal air crash for Malaysia Airlines (as this Airlineis now known), with all 93 passengers and 7 crew killed. The flight was apparently hijacked as soon as it reached cruise altitude. The circumstances in which the hijacking and subsequent crash occurred remain unsolved.

Now, regarding the desing of the Special Cancelation:Besides reinforcing the Personalityof Mario Garcia Incháustegui, as a Portraitof him with the legend "Embajador de Cuba", that means "Cuban Ambassador", it is almost all of the design of the Cancelation, it also reinfornce the Topics: Cuba, Diplomatics, and Ambassadors, and adds the Topics: Lenses, Glasses, and Baldness.

The reason for selecting these stamps was:quite different for each one. For the first, I wanted to focus on Mario Garcia Incháustegui relationship with Uruguay, and, as he was dismissed for supporting the Unions, I thought that the stamp of the 40 Years of the Congress of Union Unification was a good one to illustrate his work here.

Then, for the second stamp, I choose with a completely different view. I looked for some stamp related with Mario Garcia Incháusteguiwork outside Uruguay, and the one of the 90 Years of the Diplomatic Relationship between Uruguay and Japan, seems well suited with this veiw, because is a Diplomatic Relationshiprelated Stamp, and also it is about Japan, the country in which he was the Cuban Ambassador, when he passed away in the tragic Plane Crashof Malaysian Airline System Flight 653 (MH653) .

The other merit of the stamp selected, was that includes a nice an popular Topic, that is the World Heritage Sites, that are the places (such as a forest, mountain, lake, island, desert, monument, building, complex, or city) that are listed by the United Nations Educational, Scientific and Cultural Organization (UNESCO)as of special cultural or physical significance, as it includes the Site 661 of his list, the Himeji-jo Castle

The Stamp 2: Shows a completely different Scene, through the Painting "Retrato de María de Castro de Figari" from Pedro Blanes Viale. In this case we change from an Outdoor Scene to an Indoor Scene, and from a Landscape Painting to a Genre Art, more in particular a Portrait.  

In the scene, as it is a Portrait, the main purpose is to show the person that is being portrayed, in this case, María de Castro de Figari, that was the spouse of the famous Uruguayan Painter Pedro Figari, and mother of another Uruguayan Painter Juan Carlos Figari.

This woman, María de Castro de Figari, was portrayed wearing a splendid Dress in light blue Silk, with a yellow Flower attached to it, and having a Fanin her right Handand over her Lap.

She is sitting over a sophisticated Sofamade in Carved Woodwith a nice designed Upholstery. Over the Sofathere is also a Pair of Gloves, probably part of María Dress, and a Cushion.

The scene is completed by a fine Flower Pot, with a plenty of Blue Flowers.
